Path to the Caliphate: Who is heading there from Russia and the other CIS countries and why?

On the 28 January 2016, the Carnegie Moscow Center held a seminar in the framework of the program "Religion, Society and Security" to discuss the following questions:

  • What is the degree of influence of "Islamic State" (the organization is banned in Russia) on the Muslims of Russia and other CIS countries?     
  • How exactly does the recruitment take place, and what is a typical portrait of the "emigrant terrorist"?
  • What measures have been carried out to counter the spread of a destructive radical Islamist ideology, and which are planned for the future?

A report on the seminar was provided by Hanna Notte, a doctoral student from the University of Oxford and intern at the Carnegie Moscow Center. The event was moderated by Alexey Malashenko, Chairman of the Program on Religion, Society and Security.
