This talk will discuss how the NAFTA side agreements helped kick-start a process of governance change in Mexican environmental and labour politics. Rule of law, public participation, and transparency have begun to change, partly because of the complaint and reporting mechanisms of the side agreements, and partly because of new or strengthened oversight institutions in Mexico. However, new and expanding environmental agencies have professionalised more quickly than labour agencies, where vested interests still block labour justice.
