Juan is an Associate Professor at the School of Government at Universidad de los Andes in Colombia, where he also directs the master’s programme in law, technology and digital society. His teaching and research focus on the intersection of artificial intelligence, public policy and regulation.
He leads the Systems of Public Algorithms project at Universidad de los Andes and is a member of the Group of Experts of the Global Partnership on Artificial Intelligence (GPAI), where he co-leads the Algorithmic Transparency in the Public Sector project. Juan also advises on AI governance for United Nations agencies including UNESCO, the United Nations Development Programme (UNDP), the Economic Commission for Latin America and the Caribbean (ECLAC) and the International Telecommunication Union (ITU), as well as organisations including the Inter-American Development Bank and the Thomson Reuters Foundation.
