Priscilla Otero Guerra is a political scientist and the author of The Mad Soft Empire. She is also the founder of the Good Climate Governance Project, a climate-conscious AI and impact venture. Born in the Dominican Republic and raised in Palm Beach County, Florida, she comes from a Spanish, Cuban-Dominican, Italian and Puerto Rican background.
She holds an MPhil from the University of Oxford’s Latin American Centre, where she was affiliated with St Antony’s College, and an AB in philosophy and political science, with honours, from Gustavus Adolphus College. Her work focuses on Latin American affairs, climate governance, political economy and public philosophy. She is currently pursuing an MBA.
At Oxford, Priscilla served as President of the Oxford Latin American Society and as Social Secretary of the St Antony’s Graduate Common Room (GCR). She also debated at the Oxford Union and took part in polo and fencing. She remains closely connected to St Antony’s intellectual community and to Oxford’s tradition of global, interdisciplinary study.
She speaks English, Spanish and French fluently, and has studied Swedish, Russian and Portuguese. She is now beginning Japanese, Mandarin and Thai.
